Liaoning Province issued the implementation plan for comprehensive control of air pollution of industrial furnaces and kilns in Liaoning Province

In order to promote the high-quality development of industrial furnace and kiln industry in Liaoning Province, carry out the upgrading and deep treatment of industrial furnace and kiln, and continuously improve the environmental air quality, the Department of ecological environment of Liaoning Province has recently jointly issued the implementation plan for comprehensive treatment of air pollution of industrial furnace and kiln in Liaoning Province (hereinafter referred to as the plan) jointly with 5 departments.

According to the plan, by the end of 2020, a comprehensive air pollution control and management system for industrial furnaces will be basically established; the emission of industrial furnaces will be fully up to standard, and the level of industrial furnace equipment and pollution prevention and control will be significantly improved; the comprehensive treatment of industrial furnaces in key industries such as building materials, nonferrous metals, iron and steel, chemical industry, machinery manufacturing and petrochemical will be carried out; Carry out comprehensive renovation of industrial parks and industrial clusters involving industrial furnaces and kilns such as Magnesium Boron and ceramics; select key industries and kilns to be included in the list of key pollutant discharge units, install automatic monitoring facilities and connect with the ecological environment department; further reduce the total emission of pollutants such as sulfur dioxide, nitrogen oxide, particulate matter and volatile organic matter; We will promote effective control of carbon dioxide emissions from key industries such as building materials, nonferrous metals, and iron and steel.

It is understood that the main industries involved in industrial furnaces in Liaoning Province are building materials, nonferrous metals, iron and steel, chemical industry, machinery manufacturing and petrochemical industry. According to the output of air pollution products and the number of kilns, the key industries are building materials, nonferrous metals and iron and steel industries, accounting for 65% of the total, and the output of air pollution products accounts for 88% of the total. Among them, Magnesite Industry in building materials industry is the most important one, and the air pollutant emission and kiln quantity account for more than 50%. The proportion of kilns in machinery manufacturing industry is 17.5%.

Several key tasks are proposed in the plan:

First, we need to increase the industrial structure adjustment of industrial furnaces and kilns. In addition to strict environmental access for construction projects, we need to increase the elimination of backward production capacity and substandard industrial furnaces and kilns. Focusing on building materials, nonferrous metals and other industries, we need to control industry standards to ensure low thermal efficiency, open and unclosed, simple and backward equipment, low automation, outstanding unorganized emissions, and lack of governance facilities Industrial furnaces and kilns that seriously pollute the environment, such as those with backward facilities and processes, shall be ordered to stop operation and close down according to law.

Second, accelerate the replacement of clean and low-carbon fuel for industrial furnaces and kilns. For industrial furnaces and kilns with coal, heavy oil, petroleum coke and residual oil as fuel, clean and low-carbon energy shall be used as soon as possible, and waste heat of factories and thermal power of power plants shall be used instead. It is forbidden to mix and burn high sulfur petroleum coke (sulfur content is more than 3%). It is forbidden to mix and burn high sulfur petroleum coke in glass industry; Increase the elimination of gas generators, support the key industries such as magnesite and ceramics to speed up the exit of gas generators, promote the orderly exit of fuel gas generators with furnace diameter less than 3 meters in accordance with laws and regulations, and build a unified clean coal gas production center in principle if the industrial park that uses gas generators intensively does not have the conditions for switching to natural gas temporarily; We will accelerate the elimination of coal-fired industrial furnaces, encourage direct coal-fired calciners in the Magnesite Industry to switch to clean fuels such as natural gas, and encourage coal-fired heating and drying furnaces (kilns) within the coverage of the cogeneration heating network to be heated by the surrounding thermal power plants.

The third is to carry out in-depth pollution control and promote the discharge of industrial furnaces to the standard. We will carry out in-depth treatment of industrial furnaces, focus on building materials, nonferrous metals, iron and steel, chemical industry, machinery manufacturing, petrochemical and other key industries, actively promote industries such as electrolytic aluminum, flat glass, cement, coking, etc., build efficient desulfurization, denitration and dust removal facilities, and promote all-round discharge of industrial furnaces up to standard; By the end of 2020, the existing industrial furnaces of magnesite industry have completed the transformation of "emission limits of air pollutants for new enterprises" in "emission standards for industrial pollutants of magnesite refractories in Liaoning Province" (db21 / 3011-2018); the pollution emission control of lime kilns is in accordance with the requirements of "emission standards for industrial pollutants of magnesite refractories in Liaoning Province" (db21 / 3011-2018); For industries such as foundry, daily glass, glass fiber, mineral wool, calcium carbide, etc., which are about to issue national industrial emission standards, the pollution control efforts shall be increased according to the control time limit required after the national standards are issued or referring to the air pollution control requirements of relevant industries; the unorganized emission management shall be comprehensively strengthened with the focus on building materials, non-ferrous metals, petrochemical, chemical, machinery manufacturing and other industries.

In addition, the comprehensive renovation of industrial parks and industrial clusters should be carried out; the environmental monitoring system should be strengthened, including the construction of automatic monitoring system for key pollution sources and the quality control of monitoring data.

In order to ensure the realization of the goal, the plan proposes to strictly supervise the law enforcement, severely crack down on the illegal pollution discharge behavior, comprehensively use the means of daily continuous punishment, seizure and detention, production restriction and production suspension, and strictly punish according to law, and regularly report to the society; We will severely crack down on serious violations such as fraud and unauthorized shutdown of environmental protection facilities, investigate and prosecute relevant personnel in accordance with the law, and encourage enterprises that meet the standards for comprehensive treatment of industrial furnaces and kilns from the aspects of tax preference, implementation of differentiated electricity price policies, implementation of differentiated management and control during peak shift production and severe pollution weather response.
